Prepare the Filling

Combine the Vegetables
In a large mixing bowl, combine the grated carrots, shredded cabbage, julienned bell pepper, chopped green onions, and minced garlic.

Add Seasonings
Stir in the soy sauce, sesame oil, salt, and black pepper. Mix well until all the vegetables are evenly coated with the seasonings.

Set Aside
Let the mixture sit for about 10 minutes to allow the flavors to meld together.
Roll the Spring Rolls

Prepare the Wrappers
Lay a spring roll wrapper on a clean, flat surface with one corner facing you.

Fill the Wrapper
Place about 2 tablespoons of the vegetable filling near the corner closest to you.

Roll the Wrapper
Fold the corner over the filling, then fold in the sides, and roll tightly away from you to form a cylinder. Seal the edge with a little water.

Repeat
Repeat the process with the remaining wrappers and filling.
Fry the Spring Rolls

Heat the Oil
In a deep frying pan or wok, heat the vegetable oil over medium-high heat until shimmering.

Fry the Rolls
Carefully add the spring rolls to the hot oil, a few at a time, without overcrowding. Fry for 3-4 minutes until golden brown and crispy.

Drain
Use a slotted spoon to remove the spring rolls and drain on paper towels.

Serve hot with your favorite dipping sauce.
