Make the Dough
In a large bowl, mix the all-purpose flour and salt. Gradually add boiling water while stirring with chopsticks or a fork until the mixture comes together. Knead the dough on a floured surface for about 10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a mixing bowl, combine the ground pork, gelatinized chicken stock, soy sauce, sesame oil, grated ginger, chopped green onions, salt, and pepper. Mix until all ingredients are evenly combined. Refrigerate for at least 30 minutes to allow flavors to meld.

Shape the Dumplings
After the dough has rested, divide it into small pieces (about 1 inch each). Roll each piece into a circle (about 3 inches in diameter). Place a spoonful of the filling in the center of each circle. Carefully pleat the edges of the dough and pinch to seal the dumplings tightly.

Steam the Dumplings
Prepare a steamer lined with parchment paper. Place the dumplings in the steamer, making sure they are not touching each other. Steam over boiling water for about 8-10 minutes until the dough is translucent.

In a small bowl, mix the soy sauce, rice vinegar, and finely sliced ginger. Serve alongside the dumplings.
