    Preheat the oven

    Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

    Mix dry ingredients

    In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Whisk until well combined.

    Add wet ingredients

    Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed with an electric mixer for 2 minutes.

    Incorporate boiling water

    Stir in the boiling water until the batter is smooth. The batter will be thin.

    Bake the cake

    Pour the batter evenly into the prepared cake pans and bake in the preheated oven for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.

    Cool the cakes

    Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then, remove from the pans and cool completely on wire racks.

    In a small saucepan, heat the heavy cream over medium heat until it just begins to boil.

    Place the chocolate chips and butter in a heatproof bowl.

    Make the ganache

    Once the cream is boiling, pour it over the chocolate and butter mixture. Let it sit for 5 minutes, then whisk until smooth and glossy.

    Allow the ganache to cool for about 10 minutes until it thickens slightly.

    Spread the ganache over the cooled chocolate cakes, layering between the two cakes and on top.
