Prepare the Brisket
Trim excess fat from the brisket, leaving about 1/4 inch for flavor. Rinse the brisket under cold water and pat dry with paper towels.

Make the Dry Rub
In a bowl, mix together brown sugar, paprika, black pepper, garlic powder, onion powder, cayenne pepper, and salt until well combined.

Season the Brisket
Rub the dry mixture evenly over the brisket, covering all sides. Wrap the seasoned brisket in plastic wrap and refrigerate for at least 1 hour, preferably overnight.

Preheat your oven to 225°F (107°C).

Place a rack in a large roasting pan. Pour the beef broth and apple cider vinegar into the bottom of the pan.

Remove the brisket from the refrigerator and place it fat-side up on the rack in the roasting pan. Cover the pan tightly with aluminum foil.
