Cook the Hash Browns
In a large skillet, heat the vegetable oil over medium-high heat. Add the frozen shredded hash browns to the skillet, spreading them out evenly. Season with salt and pepper. Cook for about 5-7 minutes without stirring until the bottom is golden brown. Flip the hash browns and cook for an additional 5-7 minutes until the other side is golden brown and crispy.

Prepare the Hamburger Patty
While the hash browns are cooking, shape the ground beef into a patty. Season both sides with salt and pepper. In another skillet, cook the hamburger patty over medium heat for about 4-5 minutes on each side or until it reaches your desired doneness.

Assemble the Colorado Loco Moco
On a plate, layer the crispy hash browns first, then place the hamburger patty on top. Generously spoon the green chili over the patty, and finally, top with the cooked eggs. Serve immediately.
