Marinate the Chicken
In a large bowl, mix together garlic powder, ginger powder, salt, and black pepper. Add the chicken wings and coat them well. Cover and marinate in the refrigerator for at least 30 minutes.

Prepare the Coating
In a separate bowl, mix cornstarch and all-purpose flour. Dredge each marinated wing in the flour mixture, shaking off the excess.

Fry the Chicken
Heat oil in a deep fryer or a large pot to 350°F (175°C). Fry the chicken in batches until golden brown and crispy, about 8-10 minutes. Remove and drain on paper towels.

Make the Sauce
In a small saucepan, combine gochujang, honey, soy sauce, rice vinegar, minced garlic, and sesame oil. Cook over medium heat until the sauce thickens slightly, about 5 minutes.

Glaze the Chicken
Toss the fried chicken in the sauce until well coated. Serve immediately.
