Prepare the Filling
In a large bowl, combine ground pork or beef, finely chopped cabbage, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Mix thoroughly until well combined.

Make the Dumpling Wrappers
If using store-bought dumpling wrappers, skip this step. Otherwise, mix 2 cups of all-purpose flour with 1/2 cup of water to form a dough. Knead until smooth, then roll out thinly and cut into circles.

Fill the Dumplings
Take a dumpling wrapper and place about 1 tablespoon of the filling in the center. Moisten the edges with water, fold the wrapper over to form a half-moon shape, and pinch the edges to seal. Repeat with remaining wrappers and filling.

Cook the Dumplings
You can steam, boil, or pan-fry the dumplings. For steaming, place them in a steamer basket over boiling water for about 15 minutes. For boiling, cook in a pot of boiling water for 5-7 minutes. For pan-frying, heat a tablespoon of oil in a skillet, add the dumplings, fry until golden brown on the bottom, then add water to the pan, cover, and steam until cooked through.
