Prepare the Chicken
Cut the chicken breasts into bite-sized pieces. In a bowl, combine cornstarch, flour, salt, and pepper. Dredge the chicken pieces in the mixture, then dip in beaten eggs, and coat again with the dry mixture.

Fry the Chicken
Heat oil in a large skillet or wok over medium-high heat. Fry the chicken pieces in batches until golden brown and cooked through, about 4-5 minutes per batch. Remove and drain on paper towels.

Make the Sauce
In a saucepan, combine soy sauce, rice vinegar, brown sugar, sesame oil, garlic, ginger, and red pepper flakes. Bring to a simmer over medium heat.

Thicken the Sauce
In a small bowl, mix cornstarch and water to create a slurry. Add this to the sauce, stirring until thickened, about 1-2 minutes.

Combine Chicken and Sauce
Add the fried chicken to the sauce, stirring to coat evenly. Cook for an additional 2-3 minutes until heated through.

Serve the General Tso's Chicken hot, garnished with sesame seeds or green onions if desired.
