Prepare the Calamari
In a large bowl, mix together the all-purpose flour, cornstarch, salt, and black pepper. Dredge the calamari rings in the flour mixture until well coated.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C).

Fry the Calamari
Carefully add the coated calamari rings to the hot oil in batches, frying for about 2-3 minutes or until golden brown and crispy. Remove with a slotted spoon and place on paper towels to drain excess oil.

Prepare the Sauce
In a small mixing bowl, combine the sweet chili sauce and hot pepper relish. Mix well.

Serve
Arrange the fried calamari on a serving platter. Drizzle with the sweet chili sauce mixture, sprinkle with crumbled peanuts and garnish with chopped cilantro.
