Prepare the Dough
In a bowl, mix together the flour, sugar, cocoa powder, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the egg white and wine/vinegar until a dough forms. Knead the dough for about 5 minutes until smooth. Wrap in plastic wrap and refrigerate for 1 hour.

Make the Filling
In a mixing bowl, combine the ricotta cheese, powdered sugar, vanilla extract, and chocolate chips. Mix until smooth and creamy. Refrigerate until ready to use.

Roll and Shape the Shells
After the dough has chilled, roll it out to about 1/8 inch thick on a floured surface. Cut into circles (about 4 inches in diameter). Wrap each circle around a cannoli tube and seal the edges with a little water.

Fry the Shells
Heat the oil in a deep fryer or heavy pot to 350°F (175°C). Fry the wrapped shells in batches until golden brown, about 2-3 minutes. Remove and drain on paper towels. Let cool slightly before removing the tubes.

Fill the Cannoli
Once the shells are cool, fill a piping bag with the ricotta filling and pipe it into each shell. Dust with powdered sugar before serving.
