1. Cook the Beef

In a large skillet, heat 1 tablespoon of oil over medium heat. Add the finely chopped onion and sauté until translucent (about 5 minutes).

2. Add Aromatics

Add minced garlic, grated ginger, and chopped green chili. Sauté for an additional 2 minutes until fragrant.

3. Brown the Beef

Add the ground beef to the skillet, breaking it apart with a wooden spoon. Cook until browned, about 7-10 minutes.

4. Season the Filling

Stir in cumin powder, coriander powder, garam masala, salt, and pepper. Cook for another 3-4 minutes, ensuring the spices are well incorporated.

5. Finish the Filling

Remove from heat and stir in chopped cilantro. Allow the mixture to cool while preparing the dough.

In a large mixing bowl, combine the all-purpose flour and salt. Add the oil and mix until crumbly.

7. Add Water

Gradually add water, kneading until a smooth and pliable dough forms. Cover with a damp cloth and let rest for 30 minutes.

8. Roll Out the Dough

Divide the rested dough into equal portions. Roll each portion into a thin circle (about 6 inches in diameter).

9. Fill the Samosas

Cut each circle in half to form two semi-circles. Take one semi-circle, fold it into a cone shape, sealing the edge with a little water. Fill the cone with about 1-2 tablespoons of the beef filling and seal the top edge by pinching it together.

10. Heat the Oil

In a deep frying pan, heat the oil for frying over medium-high heat.

11. Fry the Samosas

Once the oil is hot, carefully drop in the samosas in batches, frying until golden brown and crispy, about 4-5 minutes on each side.

12. Drain and Serve

Remove the samosas with a slotted spoon and drain on paper towels. Serve hot with your choice of chutney or sauce.
