Make the Dough
In a large bowl, combine all-purpose flour and salt. Cut in unsalted butter until the mixture resembles coarse crumbs.

Add Water
Gradually add ice water, one tablespoon at a time, mixing until the dough comes together. Do not overwork the dough.

Chill the Dough
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

Roll Out the Dough
Preheat the oven to 375°F (190°C). On a floured surface, roll out the chilled dough to about 1/8-inch thickness.

Form the Shells
Cut out circles of dough and press them into a greased muffin tin to form pastry shells.

Prepare the Filling
In a medium bowl, whisk together the eggs and milk until well combined.

Add Vegetables and Seasoning
Stir in shredded cheese, chopped spinach, diced bell pepper, diced onion, salt, and pepper until evenly mixed.
Baking

Fill the Shells
Carefully pour the egg mixture into each pastry shell, filling them about 3/4 full.

Bake
Bake in the preheated oven for 20-25 minutes, or until the egg is set and the tops are golden.

Cool and Serve
Allow the mini quiches to cool for a few minutes before removing them from the muffin tin. Serve warm or at room temperature.
