Prepare Gelatin
In a small bowl, sprinkle the gelatin powder over the cold water and let it bloom for about 5 minutes.

Heat Cream Mixture
In a saucepan, combine the heavy cream, whole milk, and sugar. Split the vanilla bean lengthwise, scrape the seeds into the mixture, and add the bean pod as well. Heat the mixture over medium heat until it is hot but not boiling, stirring occasionally.

Combine Gelatin and Cream
Remove the saucepan from heat. Take out the vanilla bean pod and discard it. Stir the bloomed gelatin into the warm cream mixture until completely dissolved.

Chill the Panna Cotta
Pour the mixture into serving glasses or molds. Let them cool to room temperature, then refrigerate for at least 4 hours or until set.
