In a small bowl, combine warm water, warm milk, sugar, and yeast. Let it sit for about 5-10 minutes until frothy.

In a large mixing bowl, combine flour and salt. Create a well in the center and pour in the yeast mixture. Mix until a dough forms.

Transfer the dough to a floured surface and knead for about 10 minutes until smooth. Place in a greased bowl, cover, and let it rise in a warm place for 1 hour.

While the dough is rising, place the cold butter between two sheets of parchment paper and pound it into a rectangle about 1/2 inch thick. Chill in the refrigerator.

Once the dough has risen, roll it out into a large rectangle. Place the chilled butter block in the center and fold the dough over the butter. Roll out and fold the dough in thirds (like a letter) to create layers. Repeat this process two more times, chilling the dough for 30 minutes between folds.

After the final fold, roll the dough into a large rectangle and cut into triangles. Starting from the base of each triangle, roll it up towards the tip to form a croissant shape.

Place the shaped croissants on a baking sheet lined with parchment paper. Cover and let them rise for about 1 hour until puffy.
