Prepare the Artichokes
Trim the artichokes by removing the tough outer leaves and cutting the tops off. Rub with lemon juice to prevent browning.
Make the Piperade Sauce
In a large skillet, heat olive oil over medium heat. Sauté the onion and bell pepper until soft. Add garlic and cook for an additional minute. Stir in diced tomatoes and red chili flakes, and simmer for 10 minutes. Add vegetable broth and simmer for another 5 minutes. Season with salt and pepper.
Prepare the Barigoule Sauce
In a separate pot, combine the remaining olive oil and chopped fresh herbs. Add the trimmed artichokes and sauté for 5 minutes. Pour in vegetable broth and simmer until the artichokes are tender, about 20 minutes.
In a bowl, combine breadcrumbs, grated Parmesan, lemon zest, and chopped herbs. Drizzle with olive oil and mix until well combined.
Combine and Serve
Place the cooked artichokes on a serving platter. Spoon the piperade sauce over the artichokes, then sprinkle the herbed breadcrumbs on top. Serve immediately.
