Prepare the filling
In a large mixing bowl, combine the shredded smoked chicken, softened cream cheese, finely chopped green onions, garlic powder, red pepper flakes, soy sauce, and black pepper. Mix until well combined and creamy.

Assemble the wontons
Take a wonton wrapper and place about 1 tablespoon of the filling in the center. Moisten the edges of the wrapper with water. Fold the wrapper in half to form a triangle, pressing out any air. Seal the edges by pinching them together. You can also fold the two corners toward the center to create a 'purse' shape, if desired.

Continue assembling the remaining wontons until all the filling is used.

Heat the oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the rangoons
Carefully add a few wontons to the hot oil, being careful not to overcrowd the pan. Fry them for about 3-4 minutes or until golden brown and crispy, turning occasionally for even cooking.

Drain
Once cooked, use a slotted spoon to remove the rangoons from the oil and place them on a plate lined with paper towels to drain excess oil.
