1. Brown the Ribs

In a large pot, heat the olive oil over medium-high heat. Season the beef short ribs with salt and black pepper. Add the ribs to the pot and brown on all sides, about 5-7 minutes. Remove the ribs from the pot and set aside.

2. Sauté the Vegetables

In the same pot, add the chopped onion, minced garlic, and bell pepper. Sauté for about 5 minutes until the onions are translucent.

3. Add Tomatoes and Spices

Add the diced tomatoes, cumin, oregano, and bay leaves to the pot. Stir well and cook for another 3 minutes.

4. Combine and Simmer

Return the browned ribs to the pot and pour in the beef broth. Bring to a boil, then reduce heat to low. Cover and let simmer for about 2 to 2.5 hours, or until the ribs are tender.

5. Finish and Serve

Once the ribs are tender, adjust seasoning with salt and black pepper if needed. Stir in the chopped cilantro right before serving. Serve hot with rice or tortillas.
