Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.

Make the Batter
In a large mixing bowl, combine the flour, cornstarch, baking powder, garlic powder, onion powder, paprika, salt, and pepper. Gradually whisk in the water until a smooth batter forms.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C).

Coat the Cauliflower
Dip each cauliflower floret into the batter, ensuring it is fully coated.

Fry the Wings
Carefully place the battered cauliflower in the hot oil in batches. Fry for about 5-7 minutes or until golden and crispy. Remove with a slotted spoon and drain on paper towels.
