    Make filling

    In a medium bowl, combine the shrimp, green onions, grated ginger, minced garlic, soy sauce, sesame oil, Shaoxing wine, cornstarch, salt, and white pepper. Mix until the filling is well combined and sticky.

    Cover and refrigerate filling for 15-20 minutes to let flavors meld.

    Prepare wrappers

    Keep wonton wrappers covered with a damp towel to prevent drying while you fill the dumplings.

    Assemble dumplings

    Place about 1 heaping teaspoon of filling in the center of each wrapper. Moisten the edge with a little water, fold the wrapper to seal, and pleat as desired. Place finished dumplings on a parchment-lined tray.

    Optional freezing

    If not cooking immediately, freeze the assembled dumplings on a tray until solid, then transfer to a bag for longer storage.

    Cook dumplings

    Heat 2 tablespoons oil in a nonstick skillet over medium-high heat. Add dumplings in a single layer, seam side up, and cook until the bottoms are golden, about 2-3 minutes. Carefully add 1/4 cup water to the pan and cover; steam until the wrappers are translucent and filling is cooked through, about 6-8 minutes. Remove lid and cook an additional 1-2 minutes to re-crisp the bottoms.

    Serve hot with dipping sauce: mix soy sauce with a splash of rice vinegar and a drizzle of chili oil, or simply have a soy-dipping sauce ready.
