Prepare custard filling
In a medium bowl, whisk egg yolks with granulated sugar and cornstarch until pale. In a small saucepan over medium heat, warm milk and heavy cream until just steaming. Slowly whisk hot milk into the yolk mixture, then return to the pan. Cook, whisking constantly, until the mixture thickens to a custard. Remove from heat, stir in vanilla and a pinch of salt (custard). Strain if needed and chill in the refrigerator until set, about 1-2 hours.
Make crystal wrapper dough
In a large bowl, combine tapioca starch, potato starch, rice flour, and 0.25 tsp salt. Stir in hot water and 1 tablespoon oil, mixing until a cohesive dough forms. Knead briefly on a surface dusted with a little tapioca starch until smooth. Cover and rest 15 minutes.
Roll and cut wrappers
Divide dough into 4 portions. Roll each portion very thin on a lightly starch-dusted surface. Cut into rounds about 3 inches (7.5 cm) in diameter. Keep wrappers covered so they don’t dry.
Assemble custard dumplings
Spoon about 1 teaspoon of custard into the center of each wrapper. Gather edges and pinch to seal, forming a pleated dumpling. Ensure a tight seal to prevent leakage. Lightly pat to flatten the bottom if needed.
Steam until translucent
Line a steamer with parchment or lightly oil it. Place dumplings in a single layer, seam side down. Steam over high heat for 6-8 minutes until wrappers are translucent and filling is set.
Finish and serve
Remove from steamer. If desired, sprinkle with toasted sesame seeds. Serve warm, optionally with a light syrup or dusting of powdered sugar for contrast.
