    In a separate bowl, combine ground pork, ground beef, minced ginger, and green onions with soy sauce, Shaoxing wine, and white pepper; mix until well combined and slightly sticky.

    In a small saucepan, heat pork stock with gelatin powder until gelatin fully dissolves; do not boil; set aside to cool.
