Prepare the dough
In a large bowl, combine 2 cups all-purpose flour with 0.75 cup warm water. Stir until a rough dough forms, then knead 5β7 minutes until smooth and elastic. Cover and let rest for 30 minutes.

Prepare the filling
In a separate bowl, mix 250 grams ground pork with 2 cups finely chopped Napa cabbage, 2 finely chopped green onions, 1 teaspoon grated ginger, 2 cloves minced garlic, 1 teaspoon sesame oil, 0.5 teaspoon salt, and 0.25 teaspoon white pepper. Add 1 tablespoon soy sauce and mix until well combined.

Shape wrappers
Divide the rested dough into about 20 equal pieces. Roll each piece on a lightly floured surface into a 3-inch round wrapper.

Fill and seal
Place about 1 teaspoon filling in the center of each wrapper. Moisten the edge with water and fold in pleats to seal securely. Repeat with remaining wrappers.

Cook the dumplings
Heat 2 tablespoons oil in a large nonstick skillet over medium heat. Add dumplings bottom-side down and cook until they are golden brown, about 2β3 minutes. Add 1/2 cup water and cover; steam until the water has mostly evaporated and the dumplings are cooked through, about 6β8 minutes more.

Make the dipping sauce
In a small bowl, whisk together 2 tablespoons soy sauce, 1 tablespoon rice vinegar, and 1 teaspoon chili oil.

Serve the dumplings hot with the dipping sauce on the side.
