    Soak and prep scallops

    Place dried scallops in a bowl and cover with warm water. Let soak 20-30 minutes until plump. Rinse lightly to remove any grit. Reserve the soaking water for the congee.

    Rinse rice and prep aromatics

    Rinse the rice under cold water until the water runs clear. Peel and mince the garlic; cut ginger into thin slices.

    Sauté aromatics

    In a heavy pot, heat sesame oil over medium heat. Add garlic and ginger and sauté until fragrant, about 1-2 minutes.

    Toast rice

    Add rinsed rice to the pot and stir to coat with oil and aromatics for 2-3 minutes.

    Add liquids and scallops

    Pour in the chicken stock, water, and the reserved scallop soaking water. Bring to a gentle boil, then reduce to a simmer.

    Simmer to congee

    Simmer gently for 40-60 minutes, stirring occasionally to prevent sticking. If the mixture thickens too much, add a splash of water or stock to reach your desired consitency.

    Add scallops and season

    Stir in the rehydrated scallops. Simmer 5-7 minutes until heated through. Season with salt and white pepper to taste.

    Finish and serve

    Ladle into bowls. Garnish with sliced green onions. Drizzle with a little sesame oil if desired. Serve hot.
