- 1
In a bowl, whisk together the tapioca starch, rice flour, and 0.25 tsp salt. Pour in the boiling water gradually, stirring until a shaggy dough forms.
- 2
Add 1 tsp neutral cooking oil and knead the dough on a lightly oiled surface until smooth. Cover and rest for 15 minutes.
- 3
Roll the dough on a lightly oiled surface into a thin sheet and cut rounds about 3 inches (7.5 cm) in diameter to yield about 12 wrappers.
- 4
In a small saucepan, warm 1 cup milk with 3 tbsp sugar until just steaming; do not boil.
- 5
In a separate bowl, whisk 3 egg yolks with 2 tbsp cornstarch until smooth.
- 6
- 7
Cook over medium heat, whisking constantly, until the custard thickens to a silky consistency. Remove from heat and stir in 1 tsp vanilla and 0.25 tsp salt. Let cool completely.
- 8
Place a small spoonful of cooled custard in the center of each wrapper; fold and pinch to seal, forming a dumpling with pleated edges.
- 9
Line a steamer with parchment rounds or lightly oil the steamer basket. Arrange the dumplings in a single layer with space between them.
- 10
Steam over medium-high heat for 6–8 minutes, until the wrappers become translucent and the filling is set.
- 11
Serve warm. Optional: dust with powdered sugar or serve with fresh fruit or a light fruit sauce.
