    In a bowl, whisk together the tapioca starch, rice flour, and 0.25 tsp salt. Pour in the boiling water gradually, stirring until a shaggy dough forms.

    Add 1 tsp neutral cooking oil and knead the dough on a lightly oiled surface until smooth. Cover and rest for 15 minutes.

    Roll the dough on a lightly oiled surface into a thin sheet and cut rounds about 3 inches (7.5 cm) in diameter to yield about 12 wrappers.

    In a small saucepan, warm 1 cup milk with 3 tbsp sugar until just steaming; do not boil.

    In a separate bowl, whisk 3 egg yolks with 2 tbsp cornstarch until smooth.

    Temper the yolks by gradually whisking in a few tablespoons of hot milk, then pour the yolk mixture back into the saucepan.

    Cook over medium heat, whisking constantly, until the custard thickens to a silky consistency. Remove from heat and stir in 1 tsp vanilla and 0.25 tsp salt. Let cool completely.

    Place a small spoonful of cooled custard in the center of each wrapper; fold and pinch to seal, forming a dumpling with pleated edges.
