    Preheat the oven to 350°F (175°C). Line a 9x13 inch baking dish with parchment, leaving overhang.

    Melt butter in a medium saucepan over low heat. Remove from heat; whisk in sugar until smooth.

    Beat in eggs, one at a time, then add vanilla.

    Stir in cocoa powder, flour, salt, and baking powder until just combined.

    Spread brownie batter evenly in prepared pan.

    Bake for 18-22 minutes until a toothpick inserted comes out with fudgy crumbs.

    In a bowl, cream together butter, granulated sugar, and brown sugar until light and fluffy.

    Beat in egg and vanilla.

    Stir in flour, baking soda, and salt until just combined.

    Fold in chocolate chips.

    Dollop cookie dough evenly over the warm brownie layer and gently press to form an even layer.

    Return to oven and bake 12-15 minutes, until cookie is golden at the edges and set in the center.

Cooling and Serving
