Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, instant yeast, sugar, and salt. Mix well to ensure the yeast is evenly distributed.

Add Wet Ingredients
Create a well in the center of the dry ingredients and add the warm water and vegetable oil. Mix with a spoon until the dough begins to form.

Knead the Dough
Transfer the dough onto a floured surface and knead for about 8-10 minutes until smooth and elastic. If the dough is too sticky, sprinkle a little more flour while kneading.

Let Dough Rise
Place the kneaded dough in a lightly greased bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 hour or until it doubles in size.

Sauté Vegetables
In a large skillet, heat some oil over medium heat. Add the minced garlic and sauté for 1 minute until fragrant. Then add the chopped carrots, cabbage, bell pepper, and green peas. Stir-fry for about 5-7 minutes until the vegetables are tender.

Season the Filling
Add the soy sauce, sesame oil, salt, and black pepper to the sautéed vegetables. Stir well to combine and cook for another 2 minutes. Remove from heat and let it cool.
Assemble and Steam

Divide and Roll Dough
Once the dough has risen, punch it down and divide it into 10 equal pieces. Roll each piece into a ball and then flatten it into a disk about 4 inches in diameter.

Fill the Buns
Place 1-2 tablespoons of the vegetable filling in the center of each dough disk. Gather the edges of the dough and pinch them together to seal the bun.

Prepare for Steaming
Place the filled buns on parchment paper squares to prevent sticking. Arrange them in a steamer basket with some space between each bun.

Steam the Buns
Bring water to a boil in a steamer pot. Carefully place the steamer basket over the boiling water, cover, and steam the buns for about 15-20 minutes until they are fluffy and cooked through.
