Prepare the Dough

In a mixing bowl, combine all-purpose flour and salt. Gradually add boiling water while stirring with a fork until the mixture is combined. Knead the dough on a lightly floured surface for about 5-7 minutes until smooth and elastic. Cover the dough with a damp cloth and let it rest for at least 30 minutes.

Make the Filling

In a bowl, mix together the ground pork, finely chopped green onions, minced garlic, soy sauce, sesame oil, salt, and pepper. Stir until all ingredients are well combined.

Form the Dumplings

Divide the rested dough into small pieces and roll each piece into a thin circle, about 3 inches in diameter. Place a teaspoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal. Repeat until all dough and filling are used.

Cooking

Cook the Dumplings

In a steamer or a large pot with a steamer basket, bring water to a boil. Arrange the dumplings in the steamer, making sure they are not touching each other. Cover and steam the dumplings for about 10-12 minutes or until they are cooked through.
