Prepare Dumpling Dough

Make the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add the water while mixing with your hand or a spoon until the dough starts to come together.

Knead the Dough
Transfer the dough to a lightly floured surface and knead for about 10 minutes until smooth and elastic. Cover with a damp cloth and let it rest for at least 30 minutes.
Prepare Pork Filling

Mix the Filling
In a large bowl, combine the ground pork, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and white pepper. Mix well until all ingredients are evenly incorporated.
Assemble Shumai

Roll the Dough
After the dough has rested, divide it into small pieces. Roll each piece into a thin circle, about 3-4 inches in diameter.

Fill and Shape Dumplings
Place a small spoonful of pork filling in the center of each dough circle. Gather the edges of the dough and pinch together to form a cup shape, leaving the top open.
Cook Shumai

Prepare to Steam
Line a steamer basket with parchment paper or cabbage leaves to prevent sticking. Arrange the shumai in the basket, leaving space between each.

Steam the Dumplings
Bring water to a boil in a pot. Place the steamer basket over the pot and cover. Steam the shumai for about 15-20 minutes, or until the pork is cooked through.

Mix the Sauce
In a small bowl, combine the soy sauce, rice vinegar, and chili oil. Stir well to combine.
