Cook the Rice
Rinse the basmati rice under cold water until the water runs clear. In a pot, combine the rinsed rice with 2 cups of water and a pinch of salt. Bring to a boil, then reduce the heat to low, cover, and simmer for about 15 minutes or until all the water is absorbed. Remove from heat and let it sit covered for an additional 5 minutes before fluffing with a fork.

Sauté Vegetables
In a large skillet or wok, heat the vegetable oil over medium-high heat. Add the minced garlic and ginger, and sauté for about 30 seconds until fragrant. Then, add the diced carrots and bell pepper. Stir-fry for about 3-4 minutes until they start to soften. Add the frozen green peas and continue to stir-fry for another 2 minutes.

Combine Ingredients
Add the cooked basmati rice into the skillet with the sautéed vegetables. Pour in the soy sauce, sesame oil, salt, and black pepper. Stir well to combine all the ingredients thoroughly, ensuring the rice is evenly coated with the sauce. Cook for an additional 3-4 minutes, stirring constantly to prevent sticking.

Garnish and Serve
Remove the skillet from heat and add the sliced green onions. Toss everything together, then serve the vegetable fried rice hot, garnished with additional green onions if desired.
