Prepare the Batter

    In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, and salt until well combined.

    In another bowl, beat the eggs and then add milk and chopped chives. Mix until combined.

    Gradually pour the egg mixture into the flour mixture, stirring until just combined. Do not overmix.

Prepare the Filling

    In a small bowl, mix the chèvre cheese and black truffle oil until smooth and well incorporated.

Form and Fry the Fritters

    Heat the vegetable oil in a deep skillet over medium-high heat until it reaches 350°F (175°C).

    Using a spoon or small ice cream scoop, take a portion of the batter and flatten it slightly in your hand.
