Combine Milk and Water
In a medium saucepan, combine 2 cups of milk and 1 cup of water over medium heat. Stir occasionally to avoid scorching.

Mix Cocoa and Sugar
In a small bowl, mix together 2 tablespoons of cocoa powder and 2 tablespoons of sugar until well combined.

Add Cocoa Mixture to Milk
Once the milk and water mixture is warm (do not let it boil), gradually whisk in the cocoa and sugar mixture until fully dissolved.
