Cook the Beef
In a large skillet, heat olive oil over medium heat. Add the ground beef and cook until browned, breaking it apart with a spatula, about 5-7 minutes. Drain excess fat.

Combine Ingredients
Sprinkle the flour over the meat and vegetable mixture, stirring to combine. Cook for 1-2 minutes.

Add Liquids
Pour in the beef broth and Worcestershire sauce. Stir well and bring to a simmer. Cook for another 5-10 minutes until the mixture thickens. Add the peas, salt, and pepper, mixing well.

Layer the Filling
Preheat the oven to 400°F (200°C). In a baking dish, spread the beef and vegetable filling evenly.

Top with Mashed Potatoes
Spoon the mashed potatoes over the filling, spreading it evenly to cover.

Place the baking dish in the preheated oven and bake for about 25-30 minutes, or until the top is golden and crispy.
