Make the Dough
In a large bowl, mix the all-purpose flour and salt. Gradually add water, kneading until the dough is smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large skillet, heat sesame oil over medium heat. Add minced garlic and grated ginger, sauté for 1 minute. Add onions, cook until translucent, then add cabbage and carrots. Stir-fry for about 5 minutes until vegetables are tender. Add soy sauce, black pepper, and salt, mix well, and cook for another 2 minutes. Remove from heat and let it cool.

Form the Momos
Divide the rested dough into small balls (about 1 inch in diameter). Roll each ball into a thin circle (about 3 inches in diameter). Place a spoonful of the vegetable filling in the center. Fold the dough over the filling, pinching to seal the edges. Repeat until all dough and filling are used.
Steaming

Steam the Momos
Prepare a steamer pot with water and bring it to a boil. Place the momos in the steamer basket, making sure they are not touching each other. Cover and steam for about 15-20 minutes until they are cooked through.

Make the Dipping Sauce
In a small bowl, mix together soy sauce, vinegar, chili sauce, and sprinkle with sesame seeds. Adjust seasoning to taste.
