Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while kneading until you form a smooth and elastic dough. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, mix the ground chicken, minced garlic, grated ginger, finely chopped onion, chopped cilantro, soy sauce, salt, black pepper, and red chili flakes. Stir well until all ingredients are evenly combined.

Assemble the Momos
Divide the dough into small balls. Roll each ball into a thin circle (about 3 inches in diameter). Place a spoonful of the chicken filling in the center of each circle. Fold the dough over the filling and pinch the edges to seal tightly, creating a pleated shape.
Steaming

Steam the Momos
Prepare a steamer by boiling water in a pot. Place the momos in the steamer basket, making sure they do not touch each other. Cover and steam for about 15-20 minutes, or until the chicken is cooked through.

In a small bowl, combine soy sauce, vinegar, chili sauce, minced garlic, and sugar. Mix well and set aside.
