Prepare the plantains
Peel the ripe plantains and slice them lengthwise into halves. Heat olive oil in a large skillet over medium heat and fry the plantain slices until golden brown on both sides. Remove them from the skillet and place them on a paper towel to drain excess oil.

Cook the beef mixture
In the same skillet, add chopped onion, bell pepper, and minced garlic. Sauté until they are soft. Add the ground beef, salt, black pepper, and oregano. Cook until the beef is browned, then stir in the tomato sauce and simmer for about 10 minutes.

Assemble the pastelon
Preheat your oven to 350°F (175°C). In a baking dish, layer half of the fried plantains at the bottom. Spread half of the beef mixture on top, followed by a layer of grated cheese. Repeat the layers with the remaining plantains, beef mixture, and cheese.

Bake
Cover the dish with aluminum foil and bake in the preheated oven for 25 minutes. Then, remove the foil and bake for an additional 15 minutes, or until the top is golden and set.
