Make the Dough
In a large bowl, combine the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the egg and cold water, mixing until the dough comes together. Divide the dough into two halves, wrap in plastic wrap, and refrigerate for at least 30 minutes.

Prepare the Filling
In a skillet over medium heat, cook the ground beef until browned. Drain excess fat. Add onions, garlic, and green bell pepper to the skillet and sauté until softened. Stir in cumin, paprika, salt, and pepper. Remove from heat and fold in chopped hard-boiled eggs and olives. Allow to cool.

Assemble the Empanadas
Preheat the oven to 375°F (190°C). Roll out the dough on a floured surface to about 1/8 inch thick. Cut into circles (about 4-5 inches in diameter). Place a spoonful of filling in the center of each circle, fold over, and crimp the edges to seal.

Bake
Place the empanadas on a baking sheet lined with parchment paper. Brush the tops with an egg wash (beaten egg with a splash of water). Bake for 25-30 minutes or until golden brown. Serve warm.
