Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing with your hands or a spoon until the dough begins to form. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let rest for 30 minutes.

Prepare the Filling
In a food processor, combine the peeled and deveined shrimp, finely chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Pulse until the mixture is coarsely blended but not pureed. Transfer to a bowl and set aside.

Shape the Dumplings
After the dough has rested, divide it into small pieces and roll each piece into a thin circle (about 3 inches in diameter). Place a small spoonful of the shrimp filling in the center of each circle. Fold the dough over the filling and pinch the edges to seal tightly, creating a half-moon shape. Repeat until all the dough and filling are used.

Steam the Dumplings
Prepare a steamer by lining it with parchment paper or lightly greasing it. Place the dumplings in the steamer, ensuring they are not touching. Steam over boiling water for about 10-12 minutes, or until the shrimp is cooked through and the dumplings are translucent.

Make the Dipping Sauce
In a small bowl, whisk together soy sauce, rice vinegar, chili oil, and sesame seeds. Adjust seasoning to taste and set aside.
