Make the Dough
In a large bowl, mix the flour and salt together. Cut in the butter until the mixture resembles coarse crumbs. Gradually add the water, mixing until a dough forms. Knead the dough for a few minutes until smooth. Wrap in plastic wrap and refrigerate for at least 30 minutes.

Prepare the Filling
In a skillet over medium heat, sauté the onion, garlic, and bell pepper until soft. Add the ground beef and cook until browned. Stir in cumin, paprika, salt, and pepper. Cook for another 5 minutes. Remove from heat and let cool. Mix in shredded cheese.

Assemble the Empanadas
Preheat the oven to 375°F (190°C). On a floured surface, roll out the dough to about 1/8 inch thick. Cut out circles using a round cutter. Place a tablespoon of filling in the center of each circle. Fold over and crimp the edges to seal.

Bake the Empanadas
Place the empanadas on a baking sheet lined with parchment paper. Bake for 20-25 minutes or until golden brown. Allow to cool slightly before serving.
