    Make the Dough

    In a large bowl, mix the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add water, mixing until a dough forms. Knead gently and wrap in plastic wrap. Refrigerate for at least 30 minutes.

    Prepare the Beef Filling

    In a skillet over medium heat, sauté the chopped onion and minced garlic until soft. Add the ground beef, cumin, paprika, salt, and black pepper. Cook until the beef is browned and fully cooked. Remove from heat and let cool.

    Prepare Optional Fillings

    If using chicken, shred it and set aside. If using cheese, prepare the shredded cheese.

    Assemble the Empanadas

    Preheat the oven to 375°F (190°C). Roll out the dough on a floured surface to about 1/8 inch thick. Cut out circles using a round cutter. Place a spoonful of beef filling, shredded chicken, or cheese on one half of the dough circle. Fold the dough over to create a half-moon shape and press the edges to seal. Use a fork to crimp the edges.

    Bake the Empanadas

    Place the empanadas on a baking sheet lined with parchment paper. Bake for 20-25 minutes or until golden brown. Let cool slightly before serving.
