Marinate the Chicken
In a bowl, combine the soy sauce, rice vinegar, sesame oil, cornstarch, and ground black pepper. Add the chicken thighs and mix until they are well coated. Let them marinate for at least 30 minutes.

Prepare the Sichuan Sauce
In a small bowl, mix together the Sichuan peppercorns, dried red chilies, minced garlic, minced ginger, hoisin sauce, sugar, and chicken broth. Stir well and set aside.

Cook the Chicken
Heat a large skillet or wok over medium-high heat. Add a bit of oil and then the marinated chicken thighs. Cook for about 5-7 minutes on each side, or until they are golden brown and fully cooked. Remove the chicken from the skillet and set aside.

Return the cooked chicken to the skillet with the vegetables. Pour the Sichuan sauce over the chicken and vegetables, stirring to combine. Cook for an additional 2-3 minutes until everything is heated through and coated in sauce.
