In a large mixing bowl, combine the flour, baking powder, and salt. Add the yeast mixture and vegetable oil. Mix until a dough forms.

Transfer the dough to a floured surface and knead for about 8-10 minutes until smooth and elastic.

Place the dough in a greased bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 hour or until doubled in size.

Shape the Buns
Punch down the risen dough, divide it into 4 equal portions, and shape each portion into a ball. Flatten slightly.

Place the buns in a steamer basket lined with parchment paper. Steam for about 15-20 minutes until fluffy and cooked through.

Soak the chicken thighs in buttermilk for at least 30 minutes or overnight in the fridge for better flavor.
