Make the Sopaipilla Dough
In a large bowl, mix together flour, baking powder, and salt. Gradually add water and knead until a smooth dough forms. Let it rest for 20 minutes.

Prepare the Filling
In a skillet over medium heat, sauté chopped onion and minced garlic until soft. Add ground beef, cumin, and chili powder. Cook until the beef is browned. Stir in refried beans until heated through.

Shape the Sopaipillas
Divide the dough into small balls. Roll each ball into a circle about ¼ inch thick. Place a spoonful of the beef and bean mixture in the center of each circle.

Fry the Sopaipillas
Fold the dough over the filling and seal the edges. Heat oil in a large skillet over medium-high heat. Fry the sopaipillas until golden brown on both sides, about 2-3 minutes per side.

Serve
Remove the sopaipillas from the oil and place on paper towels to drain. Serve warm with a side of cooked rice.
