    Prepare the Ingredients

    Rinse the rice under cold water until the water runs clear. Drain and set aside. If using canned beans, rinse and drain them as well.

    Sauté the Vegetables

    In a large pot, heat the olive oil over medium heat. Add the chopped onion and bell pepper, and sauté for about 5 minutes until softened. Add the minced garlic and cook for another minute until fragrant.

    Cook the Rice

    Add the rinsed rice to the pot, stirring well to coat with the oil and vegetables. Add the vegetable broth (or water), cumin, chili powder, salt, and black pepper. Bring to a boil.

    Simmer

    Once boiling, reduce the heat to low, cover the pot, and let it simmer for about 15 minutes, or until the rice is tender and has absorbed the liquid.

    Add the Beans

    Stir in the black beans and cook for an additional 5 minutes, allowing them to heat through.

    Serve

    Remove from heat, fluff the rice and beans with a fork, and garnish with chopped cilantro if desired. Serve warm.
