Prepare the Sauce
In a medium saucepan, combine the soy sauce, brown sugar, sesame oil, rice vinegar, minced garlic, grated ginger, and red pepper flakes.

Simmer the Sauce
Bring the mixture to a simmer over medium heat, stirring frequently until the sugar has dissolved. Reduce the heat to low and let it simmer for about 10 minutes until slightly thickened.

Remove from heat and let cool before using. Set aside.

In a large bowl, combine the ground beef, chopped green onions, garlic powder, salt, and black pepper. Mix until just combined, being careful not to overmix.
