1. Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually pour in the boiling water while stirring with chopsticks or a fork until a rough dough forms. Once cool enough to handle, knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.
2. Roll and Shape
After resting, divide the dough into four equal pieces. Take one piece and roll it out into a thin circle on a lightly floured surface. Brush a thin layer of vegetable oil over the surface, then sprinkle about a quarter of the chopped scallions evenly on top. Roll the dough tightly into a log, then coil the log into a spiral shape. Flatten gently with your palm.
3. Cook the Pancakes
Heat a non-stick skillet over medium heat and add a little vegetable oil. Place the pancake in the skillet and cook for about 2-3 minutes on each side or until golden brown and crispy. Repeat with the remaining pieces of dough.

4. Prepare the Sauce
In a small bowl, combine the grated ginger, minced garlic, soy sauce, rice vinegar, sesame oil, sugar, and water. Whisk together until the sugar dissolves completely. Adjust the seasoning to taste.
