In a pot, combine turkey giblets and water. Bring to a boil, then reduce heat and simmer for about 30 minutes. Remove giblets, chop finely, and set aside. Reserve the broth.

In a large skillet over medium heat, melt the butter. Add the chopped onion and celery, cooking until softened. Stir in the flour and cook for 2-3 minutes until lightly browned.

Slowly whisk in the reserved giblet broth, ensuring no lumps form. Add the chopped giblets, garlic, salt, pepper, thyme, and sage. Bring to a gentle boil, then reduce heat to low.

Let the gravy simmer for 10-15 minutes, stirring occasionally until thickened. Adjust seasoning if necessary.
