Prepare the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Mix well. Gradually add the cold water while whisking until a smooth batter forms. It should be thick enough to coat the mushrooms.
