Make the Biscuits
Preheat the oven to 450°F (230°C). In a large bowl, mix flour, baking powder, and salt. Cut in butter until the mixture resembles coarse crumbs. Stir in milk until just combined. Turn dough onto a floured surface, knead gently, and pat into a 1-inch thick round. Cut into rounds and place on a baking sheet. Bake for 12-15 minutes until golden.

Prepare the Gravy
In a skillet over medium heat, cook ground pork until browned. Sprinkle flour over the cooked meat and stir for 1 minute. Gradually add milk, stirring constantly until the mixture thickens. Season with salt, black pepper, and red pepper flakes.

Poach the Eggs
In a saucepan, bring water and vinegar to a simmer. Crack the eggs into small bowls, then gently slide into the water. Cook for about 3-4 minutes or until whites are set but yolks are still soft. Remove with a slotted spoon.

Assemble the Dish
Cut the biscuits in half, place the bottom half on a plate. Spoon gravy over the biscuits and top with poached eggs. Serve immediately.
