    Prepare the Pie Crust

    In a bowl, mix flour and salt. Cut in butter until the mixture resembles coarse crumbs. Gradually add cold water until the dough comes together. Roll out and fit into a 9-inch pie plate. Bake at 425°F (220°C) for 10-12 minutes until golden. Let cool.

    Make the Lemon Filling

    In a saucepan, whisk together sugar, cornstarch, water, lemon juice, and zest. Cook over medium heat, stirring constantly, until thickened. Remove from heat. In a separate bowl, beat egg yolks and gradually whisk in a small amount of the hot mixture. Return to the saucepan and cook for 2 more minutes. Pour into the cooled crust.

    Prepare the Meringue

    In a clean bowl, beat egg whites and cream of tartar until soft peaks form. Gradually add remaining sugar, beating until stiff peaks form. Spread meringue over the lemon filling, sealing to the edges.

    Bake at 350°F (175°C) for 10-12 minutes, or until meringue is golden brown. Cool at room temperature before serving.
