In a large skillet, brown the ground lamb or beef over medium heat. Add the chopped onion, carrots, celery, and garlic. Sauté until the vegetables are tender, about 5-7 minutes.

Stir in the frozen peas, broth, Worcestershire sauce, salt, and black pepper. Let the mixture simmer for about 10 minutes until it thickens slightly.

Assemble the Pie
Preheat the oven to 400°F (200°C). In a baking dish, spread the meat filling evenly. Top with the mashed potatoes, and sprinkle with shredded cheddar cheese.
